Required experience
3 years of experience in the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation or administration.
Area of expertise requirement:
• Development of programme and project administration
• Experience in designing and coordinating workshops
• Good interpersonal, networking and communication skills
• Fluency in spoken and written English language
• Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be an asset
• Computer skills (e.g. Word, Excel, PowerPoint, social media, and others)

Required education level

Task description
Under the direct supervision of the Social Policy Specialist, the UN Volunteer will undertake the following tasks:
1. Strengthening social protection coverage and impact for children
• Contribute to situation analysis and landscaping of social protection system in Bhutan.
• Support the identification of opportunities for national dialogue on social protection policy, legislation, and programmes with attention to increasing coverage of and impact on children, with special attention on the most marginalized. Identifies, generates, and presents evidence to support this goal in collaboration with partners.
• Support strengthening of integrated social protection systems, providing technical support to partners to develop social protection policy/framework, including a financing strategy to implement comprehensive and child sensitive social protection.
2. Improving use of public financial resources for children
• Support undertaking budget and expenditure analyses to inform UNICEF’s advocacy and technical assistance to Ministries of Finance and social sector ministries to improve equitable allocations for essential services for children.
• Support developing investment case and identify policy options for improved domestic financing of child-sensitive interventions.

• Thimphu, the capital of Bhutan, experiences a wet season, which runs from May through September and a dry season that covers the remainder of the year. Rainfall in the valley varies between 500 millimetres (20 in) and 1,000 millimetres (39 in) per year, the bulk of which is received during the monsoonal wet season.
• The average temperature recorded during winter varies between 5–15 °C while in summer the variation is between 15–30 °C. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
