Qualifications
Master’s degree in environmental management, environmental engineering, environmental sustainability, or related fields is required. A minimum of 10 years of experience in environmental assessment and compliance or related fields is required. Strong background in environmental compliance monitoring, enforcement mechanisms, and regulatory processes is required. Experience in designing and delivering training programs for government institutions and environmental professionals is required. Proven ability to research, analyze, and benchmark compliance models from various countries. Practical experience in training and capacity building in the Kingdom of Saudi Arabia is desirable.
Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture (MEWA). The Consultant will report to the Project Manager at UNEP West Asia Office.

2. Duties and Responsibilities (Included in JO Posting):
Under the overall supervision of the project manager in coordination with the respective department in the National Centre for Environmental Compliance (NCEC), the Consultant will carry-out, inter alia, the following duties and responsibilities: Environmental Impact Assessment (EIA)
Support:
1. Conduct a comprehensive assessment of the existing EIA system requirements in NCEC, identifying gaps and areas for improvement.
2. Research, compile, and analyze EIA models from various countries and identify best practices.
3. Develop a tailored EIA model for NCEC, considering international best practices, national environmental regulations, and institutional needs.
4. Engage with stakeholders for acquiring feedback and update the proposed EIA model to ensure relevance and effectiveness.
5. Design and deliver training sessions for NCEC staff and service providers to ensure a smooth transition and effective implementation of the new proposed EIA model.

6. Assess the feasibility of incorporating a Health Impact Assessment (HIA) component within the proposed EIA model to evaluate potential health risks and enhance public health considerations in environmental decision-making. Support to Compliance Monitoring Model:
7. Conduct a thorough analysis of the current compliance framework, policies, and enforcement mechanisms within NCEC.
8. Evaluate challenges, inefficiencies, and areas for improvement in the existing compliance processes.
9. Develop a structured compliance workflow structure that enhances monitoring, enforcement, and regulatory effectiveness.
10. Coordinate with the Compliance Model Development Team to ensure alignment.
