Task description
Under the supervision of Head of Legal Counsellor Office of the Presidency of Migration Management (PMM) and in coordination with Policy and Liaison Unit of International Organization for Migration (IOM).
Türkiye, the UN Volunteer will perform the following tasks in accordance with PMM and IOM policy and procedures, including but not limited to: Needs Assessment and Feasibility Study:
• Conduct a comprehensive feasibility and needs assessment to evaluate the interoperability requirements between GöçNet and UYAP platforms.
• Identify technical, functional, and legal gaps for data integration and case management.
Monitoring and Reporting:
• Monitor the progress of system integration and infrastructure implementation, ensuring adherence to project timelines.
• Prepare detailed technical reports and recommendations for improvements based on performance assessments.
Quality Assurance and Risk Mitigation:
• Ensure quality control measures are in place for data sharing and interoperability.
• Identify and address potential risks, including cybersecurity threats and system vulnerabilities.
• Any other task assigned by the project as per requirements.

Competencies and values
• Professionalism: demonstrated understanding of operations relevant to IOM; technical capabilities or knowledge relevant or transferrable to IOM procedures and rules; discretion, political sensitivity, diplomacy and tact to deal with clients; ability to apply good judgement; ability to liaise and coordinate with a range of different actors, especially in senior positions; where appropriate, high degree of autonomy, personal initiative and ability to take ownership.
Skills and experience
• Professional experience at the national and/or international level in supporting IT activities in the public, private, and non-profit sectors.
• Proven experience in system integration, data interoperability, or IT infrastructure projects.
• Background in judicial, migration, or government IT systems is a plus.
