Water for Development project aims to boost climate adaptation and resilience in Gilgit Baltistan, a highly fragile ecosystem, to support sustainable and inclusive development. Despite national policies, significant scientific and technological gaps hinder effective environmental risk management and resource sustainability.
The project seeks to strengthen institutional and community capacities to protect ecosystems and manage natural resources, especially water. Aligned with the National Climate Resilience and Adaptation Plan 2023-2030 (NAP), the project aims to.
- Improve water and disaster risk management by monitoring glaciers, collecting data, and sharing it with local authorities and universities.
- Enhance agriculture and livestock quality management through new labs for sustainable practices, in collaboration with the Dept. of Agriculture, Livestock, and Fisheries.
Institutional Arrangement
The Technical Specialist works under the direct supervision of the Assistant Resident Representative (ARR) and closely liaises with the Programme Analyst of the Resilience, Environment, and Climate Change Unit at UNDP Pakistan.
Duties and Responsibilities
Under the supervision of the ARR RECCU, the Technical Specialist will support and coordinate the proper execution and quality assurance of activities and services outlined in the Water for Development (W4D) while supporting the implementing partner.
Build strategic partnerships and support resource mobilization.
- Provide strategic guidance on partnership building and regularly liaise and engage in policy dialogue with UN entities, government institutions, civil society, businesses, technical experts, think tanks, donors, and other national and international stakeholders in the project’s thematic area to strengthen collaboration and maximize the project’s impact.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Environmental Sciences, DRR, Climate Change, Integrated Water Resource Management, Developmental Studies and or related field is required.

Experience:
- Minimum of 7 years (with master’s degree) or 9 years (with bachelor’s degree) of progressively responsible experience at the national or international level in formulation and management of development projects.
Required skills and competencies
- Experience with project planning and consulting, including the effective provision of substantive leadership and guidance, oversight, monitoring, and reporting for projects/programmes with similar scale, scope, and complexity.
