The project “Advanced Capacity for Accelerated Delivery Initiative” (ACADI) is implemented in partnership with the Ministry of Public Investments (MPI) with the purpose to increase MPI`s capacity to implement projects funded by loans thus ensuring timely and impactful implementation.
Duties and Responsibilities
Under the direct supervision of the Project Manager, the Project Analyst – Engineer has the responsibility to oversee and quality assure infrastructure related activities, support to the effective and efficient implementation of the projects’ components and activities, events through a range of actions contributing to planning, implementation, and monitoring of the corresponding activities.
The Project Analyst-Engineer should manage and assure that the project produce the results specified in the Project Document for the infrastructure components, to the required standard of quality and within the specified constraints of time and cost.
Specific responsibilities will include:
Quality assurance of infrastructure related activities:
• Ensure effective management and supervision of the large infrastructure related projects by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project progress through monitoring, evaluation and reporting.

Expert support on infrastructure projects
• Provide support in conceptualization, coordination, and implementation of selected activities/components within the large strategic investment projects in construction and infrastructure areas
• Provide technical support in conducting capacity building initiatives
• Generate new ideas and approaches, consolidate best practices from the field and propose effective ways of doing things.
Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Architecture or Civil Engineering is required, or
A first-level university degree (Bachelor´s degree) in Architecture or Civil Engineering, in combination with additional 2 years of qualifying experience will be given due consideration in lieu of master’s degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience of relevant work experience in infrastructure project management, in particular in development of technical designs, supervision, in the fields of:
• Civil Engineering
• Architecture

Desired skills:
- Work experience in international organization and/or government institution would be an asset
- Work experience in quality assurance of ToRs for development of technical documentation/construction works, tender preparation, would be an asset
- Experience in managing project designing processes is desired.
