The Project: Building Back Better Childcare Systems

The successful candidate will support the implementation of the project “Childcare in Ukraine: A Systems Approach to Building Back Better”, funded by the Swedish International Development Cooperation Agency (Sida). This initiative aims to remove key barriers to women’s employment by expanding affordable, accessible, and diversified childcare services across frontline regions, including Odessa, Mykolaiv, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Sumy, and Chernihiv.

By strengthening childcare systems, the project contributes not only to women’s labour market participation but also to broader social resilience and economic recovery in conflict-affected areas.

Key Responsibilities and Reporting Lines

The Project and Finance Assistant (G6) will report directly to the ILO Senior Project Coordinator, while receiving technical guidance from both the Senior Project Coordinator and the Finance Officer. The role combines administrative, financial, and operational responsibilities essential to the smooth functioning of the project.

Core duties include:

  • Providing comprehensive project administration and office management support, including processing entitlements, contracts, and maintaining records.
  • Advising project staff on ILO administrative rules, regulations, and procedures.
  • Managing travel arrangements, authorizations, and logistical coordination for missions, workshops, and trainings.
  • Collecting and organizing data, drafting summaries and reports, and maintaining documentation for monitoring and evaluation.
  • Assisting with financial administration, budget tracking, and accurate data entry in the ILO financial management system (IRIS).

  • Liaising with the ILO Country Office in Kyiv, the Regional Office for Europe and Central Asia, and external partners on administrative and financial matters.
  • Supporting communication efforts, including meeting minutes, press notes, press releases, and social media updates related to the project.
  • Providing interpretation and translation between English and Ukrainian when required.
  • Performing additional duties as assigned by the Senior Project Coordinator or the ILO CO-Kyiv Director.

This multifaceted role requires strong organizational skills, attention to detail, and the ability to manage competing priorities in a dynamic environment.

To be considered for this position, candidates must meet the following criteria:

Education

  • Completion of secondary school education, supplemented by technical or university-level courses relevant to the work of the organization.
  • Specialized training and prior UN or ILO experience are considered strong advantages.

Experience

  • A minimum of six years of progressively responsible experience in finance and/or administrative roles.
  • At least one year of programme support experience.
  • Previous experience in similar positions within UN or ILO projects will be given special consideration.

Languages

  • Excellent command of Ukrainian and English, both written and spoken, is mandatory.

Competencies and Skills

The ILO seeks candidates who demonstrate a strong mix of technical and behavioural competencies. These include:

  • Solid knowledge of financial and administrative rules and procedures.
  • Experience with programme planning, implementation, and evaluation.
  • Advanced proficiency in MS Office, particularly MS Excel, and familiarity with ERP/SRM systems.
  • Strong organizational, problem-solving, and analytical skills.
  • Ability to work effectively in a multicultural and gender-sensitive environment.
  • Excellent communication skills, integrity, professionalism, and attention to detail.
  • Capacity to work under pressure while maintaining high ethical standards.

Contract Conditions and Salary

The position is classified at Grade G6 under a fixed-term contract of one year, renewable based on funding availability, performance, and organizational needs. For external candidates, appointments are normally made at the first step of the grade, with an entry-level salary of USD 25,364 per year.

It is important to note that technical cooperation appointments do not carry an expectation of long-term career progression within the ILO, though they provide valuable professional experience within the UN system.
