About the Project and Role
The ILO Country Office for Ukraine, in collaboration with the Government of Ukraine, social partners, and major energy enterprises, is preparing to implement a new initiative funded by the Government of the Netherlands. The project focuses on safeguarding energy workers, supporting urgent infrastructure repairs, and building long-term capacity for a greener, decentralized energy system aligned with Ukraine’s recovery and EU accession pathway.
To support this mission, the ILO is recruiting a Driver and Administrative Clerk who will play a critical operational role within the project team. The successful candidate will provide safe, reliable driving services, ensure administrative efficiency, and support security-conscious mobility for ILO officials, project staff, and visiting delegations.

Duties and Responsibilities
The Driver and Administrative Clerk will work under the supervision of the Field Security Officer (FSO) and in close coordination with other drivers in the Country Office. Key responsibilities include:
- Providing safe and secure transportation for ILO staff and authorized visitors, including airport and train station pickups.
- Supporting VIP protocol services, visa assistance, and customs clearance for high-level delegations.
- Assisting with the procurement, shipment, and receipt of office and project supplies.
- Delivering clerical and administrative support, such as filing, correspondence, hotel reservations, document preparation, and record-keeping.
- Supporting IT-related tasks, including maintaining inventories of communication and IT equipment.
- Assisting with visa processing, identity cards, driving licenses, and UN security clearance procedures.
- Planning routes in line with UNDSS security advisories, monitoring checkpoints, and reporting any security incidents.
- Conducting vehicle inspections, ensuring MOSS compliance, and maintaining accurate vehicle logs.
- Ensuring vehicles are well maintained, clean, fuel-efficient, and compliant with ILO regulations.
The role demands a high level of integrity, discretion, flexibility, and situational awareness, especially in a conflict-affected environment.
Required Qualifications
Education
- Completion of secondary school education
- Valid driver’s licence
- Certification in basic first aid and fire protection
- Defensive driving training is an asset
Experience
- Minimum of three years’ professional driving experience with a safe driving record
- Experience driving for a UN agency, diplomatic mission, or international organization is highly desirable
- At least two years of clerical or administrative experience is an advantage
Languages
- Excellent command of Ukrainian and English, both spoken and written
