Indonesia has set bold national targets: achieving high-income country status by 2045, eliminating extreme poverty, and meeting the Sustainable Development Goals (SDGs) by 2030. To support these ambitions, the Government of Indonesia has partnered with the United Nations through the Global Accelerator on Jobs and Social Protection for Just Transitions, a global initiative launched by the UN Secretary-General to promote job-rich recovery and fair ecological, technological, and social transitions.

The Project Context: Social Protection, Jobs, and Resilience

The Project Analyst role is embedded within UNDP’s Risk and Resilience Cluster and supports a Joint Programme (JP) implemented together with ILO and UNICEF. This programme focuses on accelerating social and economic transformations through:

  • Strengthening social protection systems, including interoperability of databases, policy reform, and institutional capacity building
  • Expanding coverage to vulnerable and marginalized groups
  • Improving efficiency and social returns on public investment
  • Enhancing skills development, vocational training, and apprenticeship systems aligned with private sector needs
  • Supporting just transitions, including climate-sensitive skills development and innovative financing mechanisms

The programme directly contributes to SDG 1 (No Poverty), SDG 4 (Quality Education), and SDG 8 (Decent Work and Economic Growth). It is expected to benefit 1,400 people directly and 58 million Indonesians indirectly, including beneficiaries of national programmes such as PKH (Family Hope Programme) and Sembako (Food Voucher Programme). Importantly, it also supports the effective use of USD 5 billion in government funding under the Global Accelerator Roadmap.

Strategic Importance of the Role

The Project Analyst will play a central operational role in translating high-level policy commitments into concrete, on-the-ground results. The position supports the implementation of Presidential Decree No. 1 of 2026, which mandates the Ministry of National Development Planning (BAPPENAS) to coordinate post-disaster rehabilitation and reconstruction.

A critical focus of this initiative is transitioning vulnerable populations from emergency assistance to sustainable livelihoods. This involves integrating Adaptive Social Protection (ASP) and Graduation Strategies into national planning, supported by the Socio-Economic Registry (Regsosek). The Project Analyst will help ensure that recovery funding not only addresses immediate needs but also prevents people from falling back into poverty.
