Organizational Context of the Role
The position is located within the Directorate of Corporate Services and Operations (COR), which oversees UNIDO’s human, financial, and material resources. More specifically, the role sits under Digitalization, Innovation, and Technical Cooperation Optimization Services (COR/DIT)
COR/DIT is responsible for delivering innovative digital solutions, ensuring secure and efficient IT services, and supporting organizational transformation through experimentation and innovation, including lab-based services. The Enterprise Digital & IT Policy Expert will directly support these efforts by developing a modern, coherent policy framework that aligns UNIDO’s digital ambitions with best practices and compliance requirements.
Purpose of the Consultancy
The core objective of this assignment is to lead the development of a new UNIDO Digital & IT Policy that reflects the organization’s current capabilities, operational needs, and future strategic direction. This includes reviewing existing ICT and related policies, addressing audit recommendations, and proposing a new, fit-for-purpose policy architecture.
The consultant will guide the full policy lifecycle—from review and gap analysis to drafting, stakeholder consultation, approval, and promulgation—ensuring the resulting framework is practical, enforceable, and aligned with UN system standards and international best practices.
Key Functional Responsibilities
Under the supervision of the Chief of COR/DIT, the Enterprise Digital & IT Policy Expert will:
- Conduct a comprehensive policy review and gap analysis, assessing current ICT policies against audit findings, UN standards, and global best practices.
- Draft and consolidate normative instruments, including the overarching Digital & IT policy and associated Administrative Instructions.
- Develop Digital & IT governance standards covering areas such as identity and access management, endpoint security, networks, remote access, collaboration tools, and information management.
- Lead stakeholder consultations, engaging internal units, senior management, and governance bodies to ensure alignment and buy-in.
- Establish policy governance mechanisms, including exception handling, risk acceptance workflows, and review cycles.
- Ensure audit readiness and regulatory compliance by embedding controls and reporting mechanisms within the policy framework.
- Prepare implementation guidance and communication materials, including staff-friendly summaries, training content, and awareness resources.
Required Qualifications and Experience
To be competitive, candidates must meet the following criteria:
- An advanced university degree (Master’s or equivalent) in information technology, computer science, engineering, information systems, or a closely related field.
- A minimum of seven years of progressive experience in ICT governance, IT policy development, digital transformation, or change management.
- Proven experience drafting and implementing enterprise-level Digital & IT policies, ideally within the UN system or an international organization.
- Strong knowledge of frameworks such as ITIL, COBIT, ISO/IEC 27001, and ISO/IEC 38500.
- Experience with stakeholder consultation, policy harmonization, and risk management across multiple organizational units.
- Fluency in English; knowledge of another UN official language is an advantage.
