The Division for Prosperity and the Hiroshima Office
This position sits within UNITAR’s Division for Prosperity, a programmatic division dedicated to shaping an inclusive, sustainable, and prosperous world. The Division supports change-makers worldwide—especially women and young people—by strengthening skills related to technology, finance, trade, and innovation.
The Hiroshima Office (HO), part of the Division for Prosperity, plays a key role in delivering learning programmes that promote economic resilience, sustainable development, and inclusive growth. As digital learning continues to expand, the Hiroshima Office is transitioning its online courses to Moodle and rebuilding selected programmes using Articulate 360 to improve learner engagement, accessibility, and instructional quality.
Purpose of the Assignment
The Instructional Designer will support the redesign, development, and quality assurance of interactive e-learning content for adult learners and professionals. The assignment focuses on ensuring that UNITAR’s digital learning materials are:
- Learner-centred
- Instructionally sound
- Technically robust
- Fully aligned with adult learning principles and UNITAR quality standards
This is a hands-on, production-oriented role that requires both pedagogical expertise and technical proficiency in modern e-learning tools.
Key Responsibilities
Under the supervision of the Programme Officer, Hiroshima Office, the Instructional Designer will be responsible for a wide range of instructional and technical tasks, including:
- Collaborating with UNITAR teams and subject matter experts to transform existing learning materials into structured, engaging online modules
- Designing and developing interactive e-learning content using Articulate 360 (Storyline and/or Rise)
- Integrating and testing Articulate-based content within the Moodle learning management system
- Applying instructional design best practices, including assessments, feedback mechanisms, learner interaction, and accessibility considerations
- Conducting quality assurance reviews to ensure consistency, usability, accuracy, and compliance with UNITAR standards
- Revising content based on technical testing and feedback from UNITAR teams
- Preparing technical and user guidance materials, including written documentation and live briefings or training sessions
- Delivering training sessions to UNITAR staff and stakeholders on the effective use of Articulate 360 and Moodle
- Staying informed on emerging trends in digital learning and recommending improvements
- Performing other related duties as assigned
Expected Deliverables
During the contract period, the Instructional Designer is expected to deliver measurable outputs, including:
- Redesigned and developed e-learning modules built in Articulate 360
- Successful integration of finalized courses into Moodle with full learner tracking
- Completion of quality assurance checks and timely incorporation of feedback
- Development and delivery of guidance materials and internal training sessions
- All deliverables submitted according to the agreed workplan and timeline
Performance will be evaluated based on quality, timeliness, learner engagement, and professional collaboration with the UNITAR team.
Required Competencies
UNITAR is seeking a candidate who demonstrates:
- Professionalism in instructional design, adult learning, and digital education
- Strong planning and organizational skills, with the ability to manage multiple tasks independently
- Excellent communication skills in English, both written and oral
- High technology awareness, especially in Articulate 360 and Moodle integration
- Strong teamwork skills, with the ability to collaborate effectively in a multicultural and remote environment

Minimum Qualifications
Education
- Bachelor’s degree (or equivalent) in instructional design, education, educational technology, communication, multimedia design, or a related field
Experience
- At least 3 years of professional experience in instructional design and e-learning development
- Proven experience using Articulate 360 (Storyline and/or Rise)
- Experience working with learning management systems, preferably Moodle
Language
- Fluency in English (oral and written) is required
- Knowledge of other UN languages is an asset
