The role reports directly to the Protection Team Leader (P-4) and supports the Protection Programme through high-quality data collection, reporting, and analysis.
Key Responsibilities
The Data Collection Officer plays a vital role in ensuring data accuracy, transparency, and evidence-based decision-making within UNRWA’s Protection Programme. Core responsibilities include:
- Providing monitoring and project management support for protection-related projects and ensuring databases meet programme needs
- Supporting data analysis and reporting, including inputs to the Strategic Plan, monthly snapshots, summaries, and emergency appeal indicators
- Compiling best practices and lessons learned to strengthen programme delivery
- Engaging with end users to improve business processes and data integration, enabling more detailed and reliable profiles
- Preparing reports on integrated assessments and violations of humanitarian principles within UNRWA installations
- Monitoring trends and responding to ad-hoc data requests from internal and external stakeholders
- Supporting the design, creation, maintenance, and implementation of moderate to complex reports
- Performing other related duties as assigned

Required Competencies and Skills

Education and Work Experience
Education
Applicants must hold a university degree from a recognized institution, preferably in:
- Social sciences
- Political affairs
- International relations
- Data management or related fields
Work Experience
- A minimum of two years of experience in data management within a humanitarian organization, relief operation, or human rights context is required
Applicants must fully disclose any current or past external activities, including employment, consulting, volunteering, publications, political activities, or board memberships. Transparency is essential, as misrepresentation may result in disqualification or termination.
Language Requirements
- English: Required (UN Level II proficiency in reading, writing, listening, and speaking)
- Knowledge of additional UN working languages is an asset, but not mandatory
Contract Conditions and Benefits
This role is offered as a daily-paid assignment with the following conditions:
- Daily rate: USD 35.97
- Annual leave: 1 day per completed month of service
- Sick leave: 1 day per completed month of service
- Contract duration of up to three months, with possible extension subject to funding, performance, and operational needs
Only candidates residing in Syria and within commuting distance of Damascus are eligible. UNRWA does not facilitate work permits; applicants must already have valid authorization to work in Syria.
