Position Overview

The IT Operations Officer (NOC) role is a Fixed-Term contract at National Officer level (NOC), with an initial duration of one year, renewable upon successful completion of the probation period. The duty station is Antananarivo, Madagascar, and the position is fully present (not remote). The post was published on 9 January 2026, with a strict application deadline of 22 January 2026.

Qualifications and Experience

Candidates must meet the following requirements:

  • Education: An advanced university degree in Computer Science or a related field, or a first university degree combined with additional years of relevant professional experience or specialized training.
  • Experience: At least five years of professional-level experience with an advanced degree.

  • Desired Experience:
    • Experience contributing to IT governance strategies, policies, and system architecture at headquarters or field level.
    • Acting as an IT advisor to senior management in country or sub-office settings.
    • Negotiating, evaluating, and managing IT contracts with service providers.
    • Developing business cases that assess life-cycle costs, benefits, and risks of IT investments.
    • Hands-on experience implementing IT and telecommunications systems in emergency contexts.
  • Languages: Fluency (Level C) in both French and English is required.
