To strengthen and modernize this critical system, WIPO is currently recruiting a Business Analyst (P3) for its PCT Business Demand Management Section, based in Geneva, Switzerland. Understanding the Organizational Context

The position is located within the PCT Business Development Division, under the PCT Services Department of WIPO’s Patents and Technology Sector. This division is responsible for developing proposals that improve the PCT system, including enhancements to its legal framework, operational procedures, business processes, and supporting IT systems.

As patent filing volumes increase and digital transformation accelerates, the need for robust, integrated, and user-centered IT solutions has never been greater. Purpose of the Role

The primary purpose of the Business Analyst position is to analyze business needs and define requirements for IT systems that support the processing of international patent applications. These systems serve a wide range of stakeholders, including applicants, national and regional patent offices, and third-party service providers.

The role goes beyond traditional business analysis. It involves strategic planning, cross-system analysis, and close coordination with both business and technical teams. The incumbent ensures that newly developed or enhanced IT tools align with operational requirements, comply with PCT legal and security standards, and ultimately improve the user experience for all stakeholders.

Key Duties and Responsibilities

The Business Analyst will be entrusted with a broad and impactful set of responsibilities, including:

  • Strategic IT and Process Analysis: Conducting in-depth analyses of PCT IT requirements and identifying opportunities for business improvement through streamlined end-to-end processes and better use of structured data.
  • Business Process Enhancement: Reviewing PCT operational procedures and designing enhancements that improve efficiency, quality, and customer satisfaction, both internally and externally.
  • Stakeholder Collaboration: Working closely with multiple divisions—such as PCT Operations, Legal and User Relations, Translation, Finance, and other WIPO registries—to assess evolving needs and evaluate the impact of proposed system changes.
  • Customer-Centered Service Design: Promoting a culture of high-quality, client-focused service by identifying user needs, recommending best practices, and proactively addressing potential service issues.

  • Requirements Definition and Specifications: Drafting detailed business requirements and functional specifications for PCT IT systems, ensuring compliance with strict security and confidentiality standards.
  • System Development and Testing: Collaborating with WIPO’s Information and Communication Technology Department (ICTD) on prototyping, user testing, validation, and implementation of IT solutions.
  • Training and Knowledge Sharing: Delivering training sessions and webinars on systems such as ePCT to PCT Member States, applicants, agents, and internal staff, and supporting capacity-building initiatives.

  • Data Analytics and Performance Monitoring: Contributing to data-driven decision-making by defining key performance indicators (KPIs), monitoring user engagement and service metrics, and recommending improvements based on insights and trends.

Required Qualifications and Experience

To succeed in this role, candidates must bring a strong mix of technical expertise, business insight, and international experience.

Essential requirements include:

  • A first-level university degree.
  • At least six years of professional experience in systems supporting intellectual property applications.
  • A minimum of two years of hands-on business analysis experience, including requirements specification, prototyping, or user acceptance testing.
  • Excellent command of written and spoken English.

Desirable qualifications include:

  • Certification in project management, preferably PRINCE2.
  • Experience with PCT or patent-processing systems.
  • Prior work as a formalities examiner or with IP offices.
  • Familiarity with bug-tracking tools such as Atlassian JIRA.
  • Knowledge of other UN official languages, particularly French.

Salary, Benefits, and Contract Information

The position is offered at Grade P3 with an initial fixed-term contract of two years, renewable subject to satisfactory performance. The estimated total annual salary is USD 121,830, comprising a net base salary and post adjustment. Salaries are paid in Swiss francs, and the post adjustment varies according to cost-of-living indices.
