This integrated approach recognizes that lasting recovery requires not only humanitarian assistance, but also functional labour markets, inclusive economic growth, and resilient institutions.
Through policy reform, institutional strengthening, and targeted employment interventions, the ILO works to generate decent jobs, enhance social protection systems, and formalize livelihoods for returnees, internally displaced persons (IDPs), refugees, and host communities.

Flagship Programmes: PROSPECTS and Durable Solutions
The Data Analyst Officer will support ILO interventions under two major, interconnected initiatives:
1. The PROSPECTS Partnership
Funded by the Government of the Netherlands and jointly implemented with UNHCR, UNICEF, IFC, and the World Bank, PROSPECTS operates across Jordan, Lebanon, Iraq, and Syria. The programme aims to empower refugees, returnees, and vulnerable local communities by promoting decent work, skills development, and sustainable livelihoods.
2. The Joint Durable Solutions Project
Funded by the European Union and implemented jointly by UNHCR, IOM, and the ILO, this project focuses on Lebanon and Syria. Its objective is to strengthen resilience and create the conditions for safe, voluntary, and dignified returns through integrated support for livelihoods, employment-intensive recovery, and skills development.
Together, these programmes contribute to rebuilding livelihoods, revitalizing micro, small, and medium-sized enterprises (MSMEs), strengthening labour market institutions, and improving skills systems. They are implemented in close coordination to ensure a coherent, cross-border approach aligned with the ILO’s broader mandate and Programme of Support for Syria.
The Role: Why Data Analysis Matters
Against this backdrop, the Data Analyst Officer plays a vital role in ensuring that interventions are guided by credible data, strong monitoring systems, and clear evidence of results. The position supports the ILO’s expanding portfolio by strengthening data collection, analysis, reporting, and evaluation across PROSPECTS and the EU Durable Solutions Programme.
By transforming raw data into actionable insights, the Officer helps project teams understand what works, what needs improvement, and how resources can be used most effectively to improve livelihoods and employment outcomes in Syria.
Reporting Lines and Collaboration
The Data Analyst Officer will work under the direct supervision of the Technical Project Officer and report to the Monitoring and Evaluation Officer as a matrix manager. The role also benefits from strategic guidance from the ILO Syria Coordinator, the Regional PROSPECTS/Durable Solutions Chief Technical Adviser, the Regional M&E Officer, and the EU Durable Solutions Programme Manager.
This structure ensures close collaboration with technical specialists, programme managers, implementing partners, and regional stakeholders, offering strong exposure to inter-agency and multidisciplinary work.
Key Responsibilities and Duties
The Data Analyst Officer will be responsible for a wide range of analytical, coordination, and reporting tasks, including:
- Reviewing and analysing socio-economic data, project plans, reports, and contextual information relevant to ILO interventions.
- Supporting the design, implementation, and reporting of EU Durable Solutions project activities, including preparation of terms of reference (ToRs), work plans, and progress reports.
- Verifying and analysing partner reports and work plans to ensure clarity, consistency, and completeness, while following up on delays and data gaps.
- Contributing to the development of Performance Monitoring Plans and ensuring effective data collection systems are in place.

- Maintaining and administering project M&E databases and aggregating data to assess project performance.
- Reviewing and strengthening M&E approaches used by implementing partners, including providing technical support and guidance.
- Conducting data quality assurance and regularly reviewing data collection tools and methodologies.
- Delivering M&E-related training for partners and contractors and participating in workshops, seminars, and coordination meetings.
- Preparing timely project documentation and reports in line with ILO and EU reporting requirements.
- Drafting monthly, bi-annual, mid-term, and final evaluation inputs using quantitative and qualitative evidence.
- Contributing to proposal development, concept notes, case studies, and documentation of lessons learned and good practices.
- Supporting coordination with UN agencies and stakeholders through provision of M&E inputs for inter-agency forums.
- Participating in field monitoring visits and data verification exercises as required.
Required Qualifications and Skills
To be successful in this role, candidates should meet the following requirements:
Education
A first-level university degree in economics, development studies, social sciences, management, or a related field.
Experience
At least one year of professional experience at the national level in project monitoring, data analysis, knowledge management, or evaluation. Experience working in multidisciplinary teams and managing employment or project databases is highly valued.
Languages
Excellent command of Arabic and English, both written and spoken, is essential.

Contract Conditions and Salary
This is a fixed-term technical cooperation appointment for a duration of two years. Such appointments do not carry an expectation of renewal or conversion to a career post, although extensions may be considered subject to funding availability, operational needs, and satisfactory performance.
For external candidates, appointments are typically made at the first step of the NOA grade, with an entry-level annual salary of USD 22,983.
