About the ILO’s Work in Ukraine

The ILO in Ukraine is concluding its Transitional Development Cooperation Strategy 2024–2025 and preparing to launch the implementation of the Decent Work Country Programme (DWCP) for Ukraine starting in 2026. This new phase will focus on strengthening skills development, employment creation, enterprise growth, social protection, social dialogue, and labour market reforms. These efforts are designed to align Ukraine’s labour market institutions with international labour standards and relevant European Union acquis, supporting the country’s path toward EU integration.

A cornerstone of this work is the Productivity Ecosystems for Decent Work Programme, funded by the Government of Switzerland. The programme addresses structural constraints to productivity growth and decent work creation at policy, sectoral, and enterprise levels in developing and emerging economies.

In Ukraine, this initiative will be implemented jointly with the Swiss-funded Competitiveness for Recovery Programme over a five-year period. Together, these programmes aim to strengthen labour market governance, address labour shortages, improve mobility, enhance job quality, and promote effective tripartite social dialogue.

The Role: Project and Finance Assistant

The Project and Finance Assistant position is a fixed-term appointment for one year starting April 2026, with the possibility of extension subject to funding availability, continued operational needs, and satisfactory performance. The role is classified at Grade G6, with an entry-level annual salary of USD 23,442 for external candidates, in line with ILO practice.

Based in Kyiv and reporting directly to the Project Manager, the incumbent will work closely with the project team, Finance Officer/FCO, other Project Assistants, and colleagues in the ILO Country Office (CO Kyiv) and the Regional Office for Europe and Central Asia (RO-Europe and Central Asia). The position is essential to ensuring the smooth administrative, financial, and operational functioning of development cooperation projects in Ukraine.

Key Responsibilities and Duties

The Project and Finance Assistant will provide comprehensive administrative, financial, and operational support across a wide range of activities. Core duties include:

  • Ensuring the smooth functioning of project administration, office management, and operational support, including processing entitlements, issuing contracts, and maintaining accurate records and files.
  • Collecting and compiling socioeconomic and project-related data, drafting summaries, correspondence, and reports on project activities.
  • Organizing and maintaining records, documents, and control systems to support monitoring and evaluation of project and programme implementation.
  • Assisting in drafting notes, meeting minutes, and translating documents between English and Ukrainian, while supporting workplan development and participating in ILO activities as required.

  • Managing operational and financial processes related to development cooperation funding, ensuring rational use of resources, maintaining updated budgets, and liaising with administrative focal points of partner agencies.
  • Monitoring commitments and expenditures to ensure accurate charging to budget lines and supporting programme monitoring and evaluation activities.
  • Preparing background information for programme and budget planning discussions.
  • Supporting the organization of workshops, seminars, trainings, and field missions, including travel arrangements, logistics, and coordination with stakeholders.

Required Qualifications and Experience

To be considered for this role, candidates must meet the following requirements:

Education:
Completion of secondary school education, supplemented by technical or university-level courses relevant to the work of the organization. Specialized training in a related field and prior UN experience are considered advantages.

Experience:
At least six years of progressively responsible clerical or administrative experience, including a minimum of one year in programme support activities. Experience in similar roles within UN agencies or ILO projects is highly desirable. Familiarity with UN resource management systems such as IRIS is an asset.

Languages:
Excellent written and spoken proficiency in Ukrainian and English is mandatory.

Competencies:
Candidates should demonstrate strong technical competencies, including knowledge of project and programme procedures, office operations, and programme planning, implementation, and evaluation principles. Proficiency in word processing, spreadsheets, and ILO-required software is essential, along with strong record-keeping and reporting skills.

Equally important are behavioural competencies: the ability to work effectively in a multicultural and gender-sensitive environment, strong problem-solving skills, excellent communication abilities, attention to detail, and a high standard of ethical conduct, integrity, and professionalism.
