The Role: Data Analyst Officer (NOA)
The Data Analyst Officer will support the ILO’s expanding interventions under the PROSPECTS and Durable Solutions programmes, with a strong focus on data collection, analysis, monitoring, and evaluation. This position is offered on a two-year fixed-term contract, with duty station in Damascus.

Reporting Lines and Institutional Context
The Data Analyst Officer will work under the direct supervision of the Technical Project Officer and report to the Monitoring and Evaluation Officer as a matrix manager. The role also benefits from strategic guidance from the ILO Syria Coordinator, the Regional PROSPECTS/Durable Solutions Chief Technical Adviser, the Regional M&E Officer, and the Programme Manager for the EU Durable Solutions Programme.

Key Responsibilities and Duties
The Data Analyst Officer will perform a wide range of technical and analytical tasks, including:
- Reviewing and analysing project development plans, socioeconomic data, reports, and relevant background information.
- Supporting the design, implementation, and reporting of project activities through work plans, terms of reference, and partner coordination.
- Verifying and analysing progress and final reports to ensure clarity, consistency, and compliance with ILO and donor requirements.
- Contributing to the development of Performance Monitoring Plans and ensuring effective data collection systems are in place.
- Maintaining and administering M&E databases and aggregating data to inform project performance.
- Strengthening implementing partners’ M&E systems and ensuring data quality through regular reviews and validation exercises.
- Supporting the preparation of progress reports, mid-term reviews, and final evaluations using evidence from M&E data.
- Documenting lessons learned, good practices, and qualitative results through case studies.
- Providing M&E inputs for inter-agency coordination, thematic working groups, and stakeholder meetings.
- Participating in field monitoring visits, training sessions, workshops, and consultative meetings.
- Performing additional duties as assigned to support overall project objectives.

Required Qualifications and Skills
Education
A first-level university degree in economics, development studies, social sciences, management, or a related field is required.
Experience
Candidates must have at least one year of professional experience at the national level in project monitoring, data analysis, knowledge management, or evaluation. Experience working in multidisciplinary teams and coordinating with multiple stakeholders is highly valued.
