This position is linked to the project “Inclusive and Productive Employment in Moldova – Phase II”, financed by Switzerland. The project supports the implementation of Moldova’s Decent Work Country Programme 2025–2028 and aims to promote the creation of decent and productive employment for all.

Moldova faces complex labour market challenges, including low labour force participation, persistent gender inequalities, and a high share of informal employment. To respond effectively, the project adopts an integrated and multi-level approach. At the macro level, it supports the revision of legal frameworks and employment policies, including the development of a new National Employment Programme and a gender-transformative National Formalization Strategy.

At the meso level, it strengthens institutional capacities and supports sector-specific solutions. At the micro level, it focuses on improving productivity and working conditions through Local Employment Partnerships (LEPs) and the institutionalization of the SCORE programme for small and medium-sized enterprises.

The Project Finance and Administrative Assistant plays a crucial role in ensuring that the project’s financial and administrative operations run smoothly and in full compliance with ILO rules and donor requirements.

Organizational Context and Reporting Lines

The position is located in Chisinau under the ILO Decent Work Technical Support Team/Country Office for Central and Eastern Europe (DWT/CO-Budapest), which provides technical guidance and support to 19 countries in the region. The successful candidate will work closely with the Project Technical Officer, the National Project Officer, and the ILO National Coordinator for Moldova, as well as with finance, programme, and administrative colleagues in Budapest and the Regional Office for Europe and Central Asia.

This collaborative environment offers exposure to international development work, cross-border coordination, and a multicultural professional setting.

Key Responsibilities and Duties

The main purpose of the role is to provide comprehensive financial, administrative, and organizational support to the project team. Core responsibilities include maintaining accurate financial records, monitoring expenditures, reconciling accounts, and ensuring the timely processing of payments.

The Project Finance and Administrative Assistant will review and process contracts and financial documentation, verify payment claims, classify budget codes, and ensure compliance with ILO financial rules and procedures. The role also involves reviewing financial reports submitted by implementing partners, requesting additional information where necessary, and liaising with the Finance Unit for clearance and approval.

In addition to financial tasks, the position includes important administrative functions. These include preparing correspondence, responding to queries from staff and partners, supporting project workshops and meetings, and assisting with donor reporting, audits, and budget preparation. The assistant is also expected to provide guidance to project staff and consultants on entitlements, travel claims, and administrative procedures, helping to ensure consistency and accuracy across all project operations.

Required Qualifications and Experience

Candidates must have completed secondary school education, with formal training in accounting, finance, or administration considered a strong asset. The position requires at least five years of progressively responsible experience in financial and administrative work, demonstrating the ability to manage complex processes with accuracy and professionalism.

Language skills are essential. Applicants must have excellent knowledge of English and a good working knowledge of Romanian, reflecting the local and international nature of the role.

Competencies and Professional Skills

Contract Conditions and Eligibility

The position is offered as a one-year fixed-term contract, with the possibility of extension subject to funding availability, continued project needs, and satisfactory performance. The entry-level annual salary for external candidates is 328,620 MDL, in line with ILO practice for General Service positions.
