This consultancy focuses on supporting Honduras in strengthening its national cybersecurity framework through the development of policies, procedures, and infrastructure plans for its National Computer Incident Response Team (CIRT).

Understanding the Organizational Context

The Telecommunication Development Bureau (BDT) is responsible for implementing ITU’s development mandate. It supports Member States in designing policies, strategies, and projects that promote universal, affordable, and secure access to ICTs.

BDT is organized into four functional areas:

  1. Operations Coordination Department (DDR)
  2. Projects, Partnerships & Digital Skills Department (PPS)
  3. Digital Networks & Environment Department (DNE)
  4. Digital Knowledge Society Department (DKS)

ITU’s regional offices play a critical role in maintaining close collaboration with Member States. They ensure that programs and projects are implemented effectively in alignment with the ITU Strategic Plan and the BDT Action Plan. Regional Directors report directly to the Director of BDT, ensuring strong leadership and coordination.

As cyber incidents become more frequent and complex, a well-structured and operational CIRT is essential for national resilience. This consultancy aims to ensure that Honduras has clear, standardized processes, technical architectures, and training materials to effectively prevent, detect, and respond to cyber incidents.

Terms of Reference: What the Consultant Will Do

Under the guidance of the Programme Officer of the ITU Area Office for South America (based in Santiago), and in close coordination with the Senior Cybersecurity Coordinator in BDT, the consultant will undertake a range of strategic and technical tasks.

Core Responsibilities Include:

  • Defining basic operational processes and workflows necessary for the effective functioning of the National CIRT.
  • Developing policies and procedures aligned with the network architecture and technical specifications of the CIRT infrastructure.
  • Analyzing and integrating topology, security zoning, and system requirements within the Government of Honduras.
  • Defining technology requirements and elaborating both physical and logical infrastructure plans, including detailed diagrams.

These responsibilities are critical to establishing a robust, sustainable, and internationally aligned cybersecurity response capability.

Expected Deliverables

The consultancy is results-driven, with clearly defined deliverables that will support long-term national capacity.

Key outputs include:

  • Standard Operating Procedures (SOPs) for core CIRT activities.
  • Technology requirements documentation, including infrastructure plans, system diagrams, and operational manuals.
  • Policy documents and procedural flowcharts outlining incident handling and coordination mechanisms.

Required Competencies

Qualifications and Professional Experience

Education

Applicants must hold:

  • A diploma from a reputable institution equivalent to an advanced university degree in a relevant discipline.

Experience

Candidates must have at least five (5) years of professional experience in:

  • Developing and deploying CIRT-related processes, policies, and procedures.
  • Defining and implementing CIRT technology and infrastructure solutions.
  • Designing and delivering training on the functioning of National CIRTs.

Language Requirements

  • Spanish: Native or mother-tongue proficiency
  • English: Advanced level
