Position Overview
The consultancy is advertised under the title Lead Expert on Industry 4.0 transformation methodology and programme design (Requisition ID: 6796). It is classified at ISA-P4 level, with a Non-Staff WAE contract for 45 working days over a defined period, running between February and June 2026. The position is home-based, with limited travel to Serbia for piloting activities, making it attractive to senior professionals seeking flexibility while contributing to a high-impact international initiative.

Project Context: Industry 4.0 in the Western Balkans
The consultancy is linked to Project ID 230258: “Fostering Industry 4.0 for green transition and circular economy in the Western Balkans.” This regional initiative builds on earlier UNIDO efforts, including the establishment of the Smart Manufacturing Innovation Center (SMIC) in Novi Sad, Serbia.
The project aims to integrate Western Balkan innovation ecosystems into the broader European technological and economic landscape. It supports SMEs, strengthens science–industry linkages, and aligns with EU innovation agendas and smart specialization strategies. In partnership with the Government of Slovenia and regional stakeholders, the project lays the groundwork for a larger, EU-linked Phase III initiative focused on Industry 4.0, green transition, and circular economy.
Key Responsibilities and Deliverables
Under the supervision of a UNIDO Project Manager, the Lead Expert will play a central role in designing and operationalizing a comprehensive “Factory of the Future” transformation framework.
1. Development of the Transformation Methodology (10 days)
The consultant will design a strategic, end-to-end methodology that serves as the conceptual foundation of the SMIC Transformation Toolkit. This includes defining SME progression along digital and green maturity pathways, clarifying the role of SME advisors, and integrating seven core transformation areas—from advanced manufacturing technologies to human-centred organization and value-chain-oriented open factories.
2. Development of the Transformation Toolkit (30 days)
This phase focuses on practical tools, including:
- An Advanced Manufacturing Maturity Scan with indicators, scoring, and benchmarking logic.
- A Transformation Plan methodology and template integrating technological, environmental, and social sustainability.
- An Implementation Journey Guide to translate plans into actionable steps.
- A Training and Certification Programme for SME advisors, ensuring quality, consistency, and scalability.
3. Piloting and Capacity Building (4 days)
The Lead Expert will support a pilot accelerator programme, including a train-the-trainers workshop for SME advisors and direct engagement with manufacturing SMEs in Serbia. Lessons learned will inform refinement and scaling.
4. Reporting and Advisory Support (1 day and ongoing)
The assignment concludes with a comprehensive final report outlining achievements, lessons learned, and recommendations for future phases.
Required Profile
UNIDO is seeking a highly qualified expert with:
- An advanced university degree in industrial engineering, manufacturing systems, economics, or related fields.
- At least 7 years of experience in Industry 4.0, smart manufacturing, digital transformation, or innovation ecosystems.
- Proven expertise in developing transformation methodologies or maturity models for SMEs.
- Strong analytical and technical writing skills, and fluency in English.
Experience in sustainability, circular economy, and SME advisory services is a strong asset.
