Flagship Programmes: PROSPECTS and Durable Solutions
The Data Analyst Officer will play a key role in two major ILO-led initiatives that underpin its displacement and recovery agenda:
1. The PROSPECTS Partnership
Funded by the Government of the Netherlands, PROSPECTS is a multi-agency initiative jointly implemented by the ILO, UNHCR, UNICEF, IFC, and the World Bank. In the Arab States region, the programme covers Jordan, Lebanon, Iraq, and Syria. Its primary objective is to empower refugees, returnees, and vulnerable host communities by promoting decent work, improving livelihoods, and supporting inclusive economic development.
2. The Joint Durable Solutions Project

Purpose of the Data Analyst Officer Role
As ILO interventions under PROSPECTS and the Durable Solutions Programme continue to expand, the need for high-quality data, rigorous analysis, and strong monitoring and evaluation (M&E) systems becomes increasingly important. The Data Analyst Officer position is designed to support these efforts by strengthening data collection, analysis, monitoring, and reporting across projects.
The role ensures that programme implementation is informed by reliable evidence, that progress is tracked accurately, and that lessons learned are documented and used to improve future interventions. In essence, the Data Analyst Officer transforms raw data into actionable insights that enhance programme effectiveness and accountability.
Reporting Lines and Team Integration
The Officer will work under the direct supervision of the Technical Project Officer as the first-line manager and report to the Monitoring and Evaluation Officer as a matrix manager. Strategic guidance will also be provided by the ILO Syria Coordinator, the Regional PROSPECTS/Durable Solutions Chief Technical Adviser, the Regional M&E Officer, and the Programme Manager for the EU Durable Solutions Programme.

- Monitoring project implementation by reviewing partner reports for accuracy, consistency, and completeness, and following up on delays or clarifications.
- Contributing to the development of performance monitoring plans and ensuring effective data collection systems are in place.

Required Qualifications and Skills
To be eligible for this position, candidates must meet the following criteria:
Education:
A first-level university degree in economics, development studies, social sciences, management, or a related field.
Experience:
At least one year of professional experience at the national level in project monitoring, data analysis, evaluation, or knowledge management.
Technical Expertise:
Experience in reporting, managing employment or project databases, monitoring projects, and coordinating with multidisciplinary teams and stakeholders.
Languages:
Excellent command of Arabic and English, both written and spoken.
Core Competencies:
The ideal candidate will demonstrate strong analytical and drafting skills, the ability to interpret project information, and a proactive approach to problem-solving. Excellent communication, teamwork, organizational skills, and the ability to work under pressure and meet deadlines are essential. Proficiency in Microsoft Office applications and database tools is also required.
Contract Conditions and Diversity Commitment
This is a fixed-term contract of two years, classified as a technical cooperation appointment. Such appointments do not carry an expectation of renewal or conversion into a career post within the ILO, although extensions may be considered based on funding availability, performance, and operational needs.
For external candidates, the appointment is typically made at the first step of the NOA grade, with an entry-level salary of USD 22,983 per year.
